This 16-hour train-the-trainer program is designed to instruct officers in the legal, policy, and tactical issues related to the lawful and justifiable use of force in the course of police duties.  This program will cover mandated State of Illinois use of force objectives and expand upon them.

Human performance science related to high stress response will be studied so that students might better understand how and why officers respond and make high-speed decisions during critical incidents. 

Review of applicable federal and state statutes, case law, and policies will provide student officers with the knowledge needed to return to their respective agencies and develop effective courses of on-going study and instruction for all officers as required by the Police and Community Relations Improvement Act and ILETSB policy regarding the certification of in-house use of force training programs.

Other use of force-related topics to be covered in this program include:

- Procedural justice, de-escalation, disengagement, tactical patience, and perception challenges
- Human performance as it relates to force use and judgement, including time framing, time to
  start/time to stop, perseveration, visual narrowing, inattention blindness, and memory challenges in
  violent events
- Pre-event preparation issues, including an overview of "Left of Bang" concepts & behavior analysis
- Force documentation, articulation, and the importance of story-telling techniques to accurately   describe behavior

Students will be provided with study guide / handout materials and no cost access to a DropBox online library of pertinent legal decision, articles, policies, and videos so they can develop training programs for their individual agencies.

Instructors:

Jeff Chudwin served with the Olympia Fields Police Department and retired as Chief of Police He has been a law enforcement officer since 1974 and continues as a sworn officer with the Peotone IL Police Department. After graduating from DePaul University law school, he served as an Assistant States Attorney for both Will and Cook Counties IL. Chief Chudwin is a founding member and president of the Illinois Tactical Officers Association (ITOA). He is a founding member and for ten years served as cochairman of ILEAS Region 4, the statewide law enforcement mutual aid system including Cook, DuPage and Lake Counties. (Continued)
Since 1978, Chief Chudwin has provided training to police officers and agencies on legal and practical issues of police use of force and tactical response training through the state MTUs and at conferences throughout the country. He has worked on legal and policy issues related to officer involved shootings and represented and assisted officers involved in high-level use of force incidents. He is the executive editor of the ITOA Journal and has authored numerous articles for law enforcement publications on the issues of police use of force, firearms training, and SWAT and patrol functions.

Bernard Hogancamp is a retired 40-year veteran of the Homewood (IL) Police Department, having served in most operational positions throughout his career. More than half of his 30-year full-time career was in various command positions retiring as the watch commander of the 3rd watch. He currently serves as a part-time police officer/training specialist for the Blue Island, Olympia Fields, Wilmington, and Justice Police Departments. He is a 1995 graduate of the Northwestern University of School Police Staff and Command and holds a Bachelor of Arts Degree from Chicago State University. He has extensive experience as an instructor in a variety of areas for law enforcement, community groups and college students. He has also instructed a variety of state-certified courses including several that he has developed. These include Tactical Ground-fighting, Foundational Defensive Tactics, Police Cyclist Certification, Mountain Bike Maintenance, Simulator Master Instructor Trainer, PowerPoint, Ballistic Shield for Patrol Officers, Report Writing, Use of Force Reporting, and Modern Warrior Tactical Baton Instructor. He also completed the Force Science Institute analyst certification, co-developed a two-part Serious Force Investigations and Psychology of Violent Encounters and Use of Force Instructor classes. Bernard Hogancamp has been invited to lecture at professional conferences for the International Law Enforcement Trainers and Educators Association (ILEETA), Illinois Association of Chiefs of Police Expo (IACP), and the International Police Mountain Bike Association (IPMBA). He recently retired as president of IPMBA after serving on the Board of Directors for nine years. From 2006 to 2016, he was an adjunct instructor and course developer for the Institute for Legal Studies Department at Northwestern College, teaching undergraduate criminal justice courses in the classroom and on-line. Since retiring from full-time law enforcement, he has worked the past ten years in security operations for the United Center and Guaranteed Rate Field and is currently the event security manager, responsible for hiring, training, scheduling, and gate operations for all events at both venues.
