Course Description: This five day 40-hour Instructor course has been designed to train officers as instructors to teach Rapid Deployment – Active Threat Response Tactics & Techniques. The focus of this program will be to provide officers with the knowledge, specialized tactical skills, and associated printed materials they will need to develop, implement, and teach Rapid Deployment to their officers.
Rapid Deployment – Active Threat Response is the swift and immediate deployment of law enforcement resources to an ongoing, life-threatening “Active Threat” type of situation. These situations require immediate action and the rapid deployment of patrol officers. Failure to act could have catastrophic consequences resulting in death and/or great bodily harm to innocent people. These incidents may also necessitate the immediate and rapid deployment of patrol personnel to contain and prevent the escape of an armed and dangerous offender, or rescue a downed officer and/or civilian. The major topics to be addressed include:
- Solo Officer Movement Techniques and Tactics
- 2 & 3 Officer Team Movement Techniques and Tactics
- Pistol & Patrol Rifle Deployment and Handling Skills
- Contact & Rescue Team Techniques and Tactics
- Room Clearing and Building Security
- Use of Force and Safety Priorities
- Small Team Leader Responsibilities
- First Responder Supervisor Responsibilities
- Tactical Emergency Medical Care – Self Aid / Buddy Aid
Required Equipment:
The course requires every attendee to be equipped with a converted patrol rifle and pistol that shoot marking cartridges. Converted pistols and AR15 drop in bolts are available for those that do not have their own.
Officers must bring their own converted weapons, but they must be Simunition, Force-on-Force or UTM ammunition capable. Air-Soft training pistols and rifles are also acceptable. Officers should have a minimum of 100 marking rounds (any color).
Officers should also bring protective masks and neck protection if available. All participants must bring their own rifles.
The ITOA has a limited number of drop in bolts and Glock 17T training pistols that can be issued if your department does not have the required equipment and/or you cannot borrow the converted weapons systems from another agency.

This training covers the following mandates:
- Constitutional / Proper Use of LE Authority - 0.5 hours
- Procedural Justice - 7.5 hours
- Use of Force: De-escalation Techniques - 15 Hours (10 Hours Scenario-Based) hours
- Use of Force: Law concerning stops, searches, and use of force - 0.5 hours
- Use of Force: Officer Safety Techniques - 13 Hours (7 Hours Scenario-Based) hours
- Active Threat Response - 40 Hours (17 Hours Scenario-Based) hours
